U.S. Rep. Joe Neguse has put forward a bill in the House designed to expand tribal participation in federal conservation programs and improve management of resources on tribal lands, according to the U.S. Congress.

The legislation, H.R.7627, was introduced on Feb. 20, 2026, during the 119th Congress’s regular session. Our summary below, based on the official bill language, includes interpretations for clarity.

This bill amends the Food Security Act of 1985, seeking to increase the involvement of Indian Tribes in measures addressing priority resource concerns. Among its updates are changes to the Environmental Quality Incentives Program and the Conservation Stewardship Program, requiring both to specifically include tribal lands along with state and local areas. It also revises language in stewardship contracts and designates critical conservation areas to incorporate “tribal” terminology, while updating technical aspects throughout the framework. By formally recognizing tribal interests, the bill aims to improve environmental stewardship and the management of tribal land resources as part of broader national conservation priorities.

Rep. Joe Neguse (Democrat-CO-2nd District) is the sole sponsor of the bill.

During the current session, Rep. Neguse has brought forward 63 additional bills.

Congressional bills may be introduced in either the House or the Senate, except measures related to revenue, which originate only in the House. New bills are referred to committees for consideration, hearings, potential amendments and debate before advancing to a vote in each chamber. Identical versions must receive approval in both chambers before the measure is sent to the president to be signed or vetoed. Congress functions in two-year terms, with sequential numbering and two annual sessions. The official legislative process and bill histories are documented and available via Congress.gov.

Joseph Neguse represents Colorado, first elected as a Democrat to the One Hundred Sixteenth and three subsequent Congresses, beginning Jan. 3, 2019. He holds both a B.A. and a J.D. from the University of Colorado, Boulder, served on the university’s board of regents from 2009 to 2015, and was executive director of the Colorado Department of Regulatory Agencies from 2015 to 2017.
